Thsi soudns like questionable:

Without GPS you have three times the chance to get your bike stolen

How is an aspiring scrote supposed to know if it has GPS or not before they steal it?

It baffles me that ebike manufacturer have such poor anti theft devices built into them and seem to think GPS tags are a panacea for all thefts. The only problem os that the police aren't interested in looking for stolen bikes.

These bikes cost the same as a second hand car but a second hand car has locks and immobilisers and couldn't be lifted up and put in the back of a van after a 5 second job to cut the locks with an Aldi battery powered angle grinder. 

You could have batteries that are electronically keyed to a bike so that you need original owner codes to set a new battery to a bike make stolen bikes without batteries virtually useless. Easily removable electronic keys that disable the motor so you can take them with you when you leave the bike. Finger print readers like you have on phones. So many options.
